It's very difficult, if not impossible, to get a work-visa before getting a job.

You want to sponsor someone's visa? But that person has a BA from the US. Well, if you are an employer, you have to file with the immigration office and file some paperwork to show why you want to hire an immigrant, and why you can't get the position filled by a local.
It is going to be hard for the teacher to find work as a teacher in the US. Unless they have some special skill, like teaching Chinese.
