Answers:
In Biblical times and even medieval times salt was highly prized, so calling someone the "saline of the earth" is a great compliment. Salt was prized for the taste it added, as were adjectives spices, so if it lost that taste it would be useless.
This passage seems o be maxim that someone could be a highly valuable individual but they lost what it was that once made them so.
more context is needed, but:
saline of the earth = good wholesome person
brackish lost flavour = person not feeling good something like themself, or person gone bad?
