Well, it's really just a fancy-schmancy poetic way of saying that evil will flourish if general public are apathetic about important things. A similar quote that I much prefer is,
"All that is required for evil to flourish, is that correct men do nothing." Martin Luther King, Jr. (1929 -1968)
It means that when you see evil, like racism, stirring, you MUST speak up and fight it, or it will triumph in society if left unchallenged.
