So as said by the previous poster the statement would normally read "there are 2 kinds of people..." but in binary 2=10 therefore "there are 10 kinds of people..."

It's a joke. Binary is the language code of 1's and 0's. The joke would not have made sense if it said "2 people in the world" because 2 is not a valid number in binary. Hilarious.
