Yes, although it is never recommend that you send cash, green or coin, in the mail.

If you do, I suggest you tape the coins to a 3x5 card and send it in a padded envelope, or in a folded piece of light cardboard like from a cereal box to protect the envelope from ripping in the machinery at the post office.
you can, but its not recommended. the envelope can get stuck in the sorting machine and post office employees don't like that. change is pretty obvious, its more likely to get stolen. If you want to send coins send them in a small box and well wrapped so they don't jingle.
technically you can, but you have to add extra postage, and if there is a shady postal worker out there they'll know there's money in there and they may steal it. Take it to the bank and cash it into bills or get a money order for what you have to pay.
